Apsy there is a version you can get that will allow you to open and edit the document, but the reader just allows the user to read it, locked.

if i allow a download of this file, i would rather release a file in a version they could electrically manipulate. And then repackage for returning. But most people may not be comfortable doing that, or downloading another app to support that function.
