how do you check if something has fake PR?

One way of finding if the PR is real or fake is to check the backlinks.

On Google do a search for link followed by a colon followed by a domain eg link:domain.com

Look at each page and check they are actually linking to the domain. If none of them are then the PR is likely to be fake.

Another way is to search for cache:domain.com and see if the cache is really the cache of your chosen domain, or another domain.
